Recently, with the approval of the State Council, seven departments including the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing and Urban Rural Development, and the People's Bank of China jointly issued the "Action Plan for the Construction of the Beijing Tianjin Hebei Beautiful China Pilot Zone" (hereinafter referred to as the "Beijing Tianjin Hebei Action Plan"). The Beijing Tianjin Hebei Action Plan clearly states that, based on the strategic requirements of building a pilot and demonstration area for Chinese path to modernization, Beijing Tianjin Hebei will make breakthroughs in accelerating the improvement of ecological environment quality, optimizing and adjusting the three major structures, and exploring and innovating regional coordinated governance, highlight the prevention and control of air pollution, improve quality and efficiency, enhance the ability to adapt to climate change, and build a demonstration area for pollution reduction and carbon reduction and ecological restoration in Beijing Tianjin Hebei. The "Beijing Tianjin Hebei Action Plan" proposes 6 aspects and 22 main tasks, including green and low-carbon transformation, environmental quality improvement, ecological protection and restoration, ecological security guarantee, beautiful model practice, and technological innovation leadership. Action Plan for the Construction of the Beijing Tianjin Hebei Beautiful China Pilot Zone
In order to implement the decisions and deployments of the Party Central Committee and the State Council, deepen the national strategy of coordinated development of Beijing Tianjin Hebei, accelerate the construction of the Beijing Tianjin Hebei Beautiful China Pilot Zone, explore the path model of coordinated high-quality development and high-level protection, this plan is formulated.
1、 Overall requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Ecological Civilization, and based on the strategic requirements of building a Chinese style modernization pilot zone and demonstration zone, we adhere to reform and innovation, key breakthroughs, and coordinated linkage, and make breakthroughs in accelerating the improvement of ecological environment quality, optimizing and adjusting the three major structures, exploring innovative regional coordinated governance models, highlighting the improvement of air pollution prevention and control quality and efficiency, enhancing the ability to adapt to climate change, and creating a demonstration zone for pollution reduction, carbon reduction, and ecological restoration in the Beijing Tianjin Hebei region. By 2027, the regional ecological environment quality will significantly improve, with the annual average concentration of fine particulate matter (PM2.5) dropping to 33 micrograms per cubic meter. Heavy pollution weather with PM2.5 as the primary pollutant, as well as poor Class V water bodies and black and odorous water bodies, will be basically eliminated. The proportion of excellent water bodies will increase by 3.2 percentage points compared to 2024. Groundwater and nearshore water quality will remain stable, and the total emissions of major pollutants will continue to decrease, while carbon emission intensity will continue to decline. By 2030, a green production and lifestyle will be widely formed, the quality of the ecological environment will be comprehensively improved, the ecosystem will be more stable, the modernization of the ecological environment governance system and governance capacity will be basically achieved, the Beijing Tianjin Hebei Beautiful China Pilot Zone will be basically completed, and new significant progress will be made to support the construction of a beautiful China.
2、 Building a green and low-carbon transformation pilot zone
（1） Accelerate the green and low-carbon transformation of industrial structure. Deepen the coordinated development of industries such as hydrogen energy, biomedicine, new energy, and intelligent connected vehicles. Actively promote the use of green and low-carbon steel. Carry out clean production audits in key industries, implement green and digital transformation and upgrading projects for traditional industries such as steel, building materials, and petrochemicals, and ensure that newly built and eligible renovation and expansion projects can achieve benchmark levels of effectiveness. Environmental performance should reach A-level or leading level. Build green factories, green parks, and green supply chains. By 2027, we aim to build over 700 national level green factories.
（2） Accelerate the green and low-carbon transformation of energy structure. Deepen the implementation of total coal consumption control, and comprehensively build high pollution fuel prohibition zones in plain areas. Steadily promote the construction of the Beijing Tianjin Hebei electricity market, encourage the full participation of new energy in the market, and improve the market-oriented trading mechanism for green electricity. Support the construction of green power transmission supporting projects, renewable energy and nuclear power generation projects, and enhance the capacity of green power transmission. By 2027, the total regional coal consumption will continue to decline, with the proportion of renewable energy consumption in Beijing increasing by about 10 percentage points compared to 2020, and the proportion of non fossil energy consumption in Tianjin and Hebei increasing by about 7.3 and 7 percentage points respectively compared to 2020.
（3） Accelerate the green and low-carbon transformation of transportation structure. Promote the transportation mode of "revolving rail+new energy vehicles" for bulk goods. Promote the large-scale application of pure electric and hydrogen fuel vehicles, build zero emission freight fleets for large vehicle users, and basically realize the new energy of newly added or updated motor vehicles and non road mobile machinery in key areas, creating cross provincial zero emission freight channels. Deepen the construction of green ports and create a clean transportation model with Tianjin Port as the core. By 2027, the proportion of clean transportation in key industries will reach over 80%, the proportion of clean transportation in major coastal ports such as coke and iron ore will strive to reach 80%, the proportion of clean transportation in coal ports will strive to reach 90%, and the proportion of clean transportation in ports will basically achieve 100%.
（4） Strengthen collaborative innovation in pollution reduction and carbon reduction. Hebei Province is promoting collaborative innovation in pollution reduction and carbon reduction across the entire region. Carry out research on the carbon footprint accounting rules for key products, promote the operation of the national voluntary greenhouse gas emission reduction (CCER) trading institution with high standards in Beijing, cooperate with Beijing to carry out CCER trading services, and deepen the construction of local carbon markets in Beijing and Tianjin. By 2027, a number of collaborative innovation models for pollution reduction and carbon reduction in cities and parks will be formed.
3、 Establishing a pilot zone for improving environmental quality
（5） Fight the battle to defend the blue sky with higher standards. Carry out actions to improve the quality and efficiency of air pollution prevention and control in the Beijing Tianjin Hebei region and surrounding areas. Improve the regional linkage emission reduction mechanism for long-term and large-scale pollution processes in autumn and winter, respond to moderate to severe pollution weather in a coordinated manner, and implement differentiated production regulation for heavy pollution weather. Carry out environmental performance improvement actions in key industries and complete ultra-low emission transformation in the steel, cement, and coking industries. Accelerate the elimination of high emission motor vehicles and non road mobile machinery. Continuously implement noise pollution prevention and control actions. Strengthen the comprehensive management of atmospheric non-point sources and the management of ozone depleting substances and hydrofluorocarbons.
（6） Continuously deepen the battle to defend the clear waters. Promote the control of combined sewer overflow pollution, carry out investigations and rectification of river and sea discharge outlets, rectify water pollution in industrial parks, and strengthen pollution prevention and control during flood season. Promote the construction of ecologically clean small watersheds. Reasonably carry out unconventional water source allocation and utilization such as seawater desalination in coastal areas. Establish a comprehensive water environment governance system that connects upstream and downstream, strengthen the protection of water sources for Miyun Reservoir and Yuqiao Reservoir, as well as the management of Guanting Reservoir, and support the protection and construction of beautiful rivers and lakes such as Yongding River and Ziya River. Strengthen the joint prevention and control of total nitrogen in rivers flowing into the sea and the joint guarantee of water quality in nearshore waters, and create beautiful bays such as the Bohai Bay Ecological City Zhaitang section and Lingang shore section. Qinhuangdao and Tangshan will build beautiful bays throughout the region. By 2027, the completion rates of beautiful rivers and lakes and beautiful bays will reach 42% and 55% respectively.
（7） Continuously deepen the battle to defend the Pure Land. Strengthen source prevention and control, promote full coverage of tracing and remediation of heavy metal pollution in agricultural land soil. Explore the "environmental restoration+development and construction" model to ensure the safe use of construction land. Promote the investigation and evaluation of groundwater pollution in the Beijing Tianjin Hebei region, strengthen the environmental protection of groundwater based drinking water sources, and increase efforts to prevent and control groundwater pollution in key chemical industrial parks. By 2027, the safe use of polluted farmland and construction land will be effectively guaranteed, and the groundwater environmental quality at national control points will remain stable.
（8） Promote the construction of a 'zero waste city' across the entire region. Deepen the collaborative construction of "waste free cities" and create "waste free cells". Participate in the construction of a national network for the utilization of renewable resources, strengthen the joint control and treatment of solid waste, promote the construction of a risk prevention and control regulatory system for hazardous waste throughout the entire process, and carry out research and application of difficult to handle hazardous waste utilization and disposal technologies. Carry out environmental governance of new pollutants and establish a sound system for investigating and monitoring the environment of new pollutants. By 2027, the proportion of hazardous waste landfill disposal will gradually decrease, and the construction of "zero waste cities" will be fully covered, with at least one "zero waste city" built.
4、 Constructing a pilot zone for ecological protection and restoration
（9） Build a regional ecological barrier together. Jointly build the Taihang Yanshan ecological security barrier and coastal ecological protection belt, and comprehensively promote ecological comprehensive management. Promote the construction of Zhangjiakou Capital Water Conservation Functional Zone and Ecological Environment Support Zone, steadily advance the creation of Yanshan Saihanba National Park, and enhance the construction level of key nature reserves.
（10） Improve the quality of the ecosystem. Focusing on border areas and cross-border watersheds, we will increase efforts to protect and restore forests, grasslands, wetlands, and oceans. Promote the construction of large-scale parks and ecological corridors, implement the ecological restoration project of coastal mudflat wetlands, continue to promote the comprehensive treatment of groundwater overexploitation in North China, and strengthen the protection of important forest systems such as Saihanba Mechanical Forest Farm. By 2027, the regional ecological quality index (EQI) will be basically stable.
（11） Strengthen biodiversity conservation. Continuously promote biodiversity investigation, monitoring, and evaluation, and optimize the layout of regional biodiversity monitoring networks. Strengthen the in-situ and ex situ protection of key wild animals, as well as the protection and restoration of key habitats along the migration route of migratory birds from East Asia to Australia, and promote the protection and restoration of aquatic germplasm resources reserves. Explore the establishment of a collaborative management system and mechanism for preventing and controlling invasive alien species in the Beijing Tianjin Hebei region. By 2027, establish a number of biodiversity experience sites and educational bases.
5、 Constructing a pilot zone for ecological security guarantee
（12） Building a regional ecological security system. Gradually improve the coordination mechanism for regional ecological security work, study and establish a monitoring and early warning index system for regional ecological security risks, and enhance the ability to assess, monitor, warn, respond to, and handle ecological security risks. Carry out ecological environment health monitoring, investigation, and risk assessment work.
（13） Enhance the ability to adapt to climate change. Strengthen monitoring and early warning of extreme weather and climate events. Support the construction of a regional integrated marine disaster warning and monitoring service guarantee system in Tianjin. Improve key flood control projects for major rivers such as Yongding River, Chaobai River, and North Canal, and enhance the disaster prevention and preparedness capabilities of coastal zones and areas. Deepen the pilot construction of climate adaptive cities.
（14） Improve the environmental risk emergency response system. Strengthen the investigation and remediation of environmental hazards such as hazardous waste, tailings ponds, and heavy metals, as well as risk prevention and control. Continuously deepen the joint prevention and control of sudden environmental pollution incidents in the upstream and downstream of the basin and the jurisdictional waters, and carry out collaborative emergency drills for sudden environmental incidents. Establish and improve a collaborative response and emergency support mechanism for regional radiation accidents.
6、 Building a Beautiful Model Practice Pilot Zone
（15） Building a beautiful new highland with one core and two wings. Beijing, as the core of the construction of the Beijing Tianjin Hebei Beautiful China Pilot Zone, has achieved outstanding results in radiating and driving the construction of the regional Beautiful China Pilot Zone. Deepen the construction of the National Green Development Demonstration Zone in Beijing's urban sub center, and create a green and sustainable financial center. Promote the construction of a green development city model in Xiong'an New Area and accelerate the restoration of Baiyangdian's "kidney of North China" function. Build a high-quality development model for Binhai New Area and promote the construction of the China Singapore Tianjin Ecological City National Green Development Demonstration Zone.
（16） The 'four zone linkage' paints a beautiful new picture. Building a harmonious, livable, and intelligent modern metropolis in the central core functional area. Constructing a beautiful bay scenic line with integrated development of land and sea in the Eastern Coastal Development Zone. The construction of the Southern Functional Expansion Zone is a model of urban-rural integration development that enhances industrial greening and rural beautification. The construction of the ecological conservation area in the northwest is a model of "green mountains and clear waters are as valuable as mountains of gold and silver" that enhances both ecological quality and ecological value. Actively creating diverse regional collaborative innovation models in adjacent areas.
（17） The string of beads gathers a beautiful new atmosphere. Research and establish an indicator system for the construction of beautiful cities and beautiful villages, and innovate incentive policies for the construction of beautiful series. Continuously promote the improvement of rural living environment and improve the long-term management and protection mechanism of rural living environment. Implement construction projects such as beautiful factories, beautiful parks, and beautiful schools. By 2027, 18 cities (districts) will take the lead in promoting the construction of beautiful cities, with a focus on 12 agricultural areas and 72 counties taking the lead in promoting the construction of beautiful villages. A number of models of beautiful cities and beautiful villages will be created, and the proportion of beautiful villages built in the entire county will reach 41%.
7、 Building a leading area for technological innovation
（18） Strengthen the support and guidance of technological innovation. Solidly promote the implementation of the national science and technology major project for comprehensive environmental governance in the Beijing Tianjin Hebei region, form a systematic solution to regional ecological and environmental problems, and accelerate the promotion of new technology applications. Establish a comprehensive monitoring network for the sky, earth, and sea, and promote the pilot implementation of integrated monitoring. Develop and construct an ecological environment simulator for the Beijing Tianjin Hebei region, and strengthen the application of modern technological means such as artificial intelligence in ecological environment governance. Establish innovative platforms such as a smart regulatory system and key laboratories in the field of ecological environment, and strengthen the training of scientific and technological talents in ecological environment protection.
（19） Accurate implementation of policies to stimulate green development momentum. Deepen the compensation for horizontal ecological protection of cross-border rivers. Support financial institutions to develop green credit, green insurance, green bonds and other financial products and services related to resource and environmental factors, and guide various financial resources and social capital to flow into the green and low-carbon field. Accelerate the registration of natural resource rights in key areas. Establish a sound mechanism for realizing the value of ecological products.
（20） Promote the coordination of regulations, standards, and policies. Promote coordinated legislation in the Beijing Tianjin Hebei region and implement local regulations for the protection of the Yongding River. Promote the inclusion of greenhouse gas emission control in the planning and environmental impact assessment of key industrial parks and key industry construction projects, strengthen regional environmental impact assessment consultations, and enhance regional ecological environment zoning coordination and control.
（21） Deepen regional cooperation in ecological environment. Establish and improve the working mechanism of inter provincial linkage, regional coordination, and departmental coordination, and jointly study and solve major issues of cross regional and cross basin ecological environment protection. Strengthen the sharing of ecological environment information and joint law enforcement in adjacent areas, and explore and promote coordinated control of fireworks and firecrackers. Establish a coordinated mechanism for handling compensation cases for ecological environment damage and promote the establishment of ecological environment restoration bases.
（22） Accelerate the implementation of major projects. Make full use of policies such as the "Two New" and special funds for central ecological environment protection, promote the new energy transformation of vehicles and the updating of environmental protection equipment, and carry out major engineering construction in areas such as pollution reduction and carbon reduction coordination, ecological environment improvement, ecological protection and restoration, ecological security maintenance, and modern ecological environment infrastructure construction.
Based on the mechanism of building a beautiful China, relevant departments have increased their coordination and support for the construction of the Beijing Tianjin Hebei Beautiful China pilot zone, implemented financial, industrial, financial, talent, and technology policies to promote the construction of the pilot zone, and strengthened financial support for the pilot zone and its major engineering projects. The provincial people's governments in the region are responsible for the construction of the Beijing Tianjin Hebei Beautiful China Pilot Zone. Under the framework of the normalized mechanism of coordinated development among the three regions, they will refine annual tasks and work division, implement them in a list and project-based manner, strengthen tracking and evaluation, increase publicity and promotion, and tell the story of beautiful and livable Beijing Tianjin Hebei.
