Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development

(Adopted at the Fourth Plenary Session of the 20th Central Committee of the CPC on October 23, 2025)

The Fourth Plenary Session of the 20th Central Committee of the CPC made an in-depth analysis of the international and domestic situation, and put forward the following suggestions on formulating the "Fifteenth Five Year Plan" for national economic and social development.

1、 The period of the 15th Five Year Plan is a crucial period for the basic realization of socialist modernization

(1) During the 14th Five Year Plan period, China made significant achievements in development. The development process of China during the 14th Five Year Plan period is extremely unusual and extraordinary.   Steady progress in economic operation and solid promotion of high-quality development; Abundant achievements in technological innovation and steady development of new quality productivity; Comprehensively deepening reform and further promoting high-level opening up to the outside world; Deepen the development of people's democracy throughout the entire process and effectively implement the rule of law comprehensively; Cultural undertakings and industries are flourishing, and spiritual and cultural products are diverse and abundant; The guarantee of people's livelihood is solid and stable, and the achievements of poverty alleviation are consolidated and expanded; The pace of green and low-carbon transformation is accelerating, and the quality of the ecological environment is continuously improving; Effective enhancement of national security capabilities, increased effectiveness of social governance, and overall stability of society; Significant progress has been made in national defense and military construction; The practice of 'One Country, Two Systems' is being deeply promoted; Comprehensive expansion of major country diplomacy with Chinese characteristics; The comprehensive strict governance of the Party has achieved remarkable results, the anti-corruption struggle has been deepened, and the Party's creativity, cohesion, and combat effectiveness have been significantly improved. China's economic strength, scientific and technological strength and comprehensive national strength have leapt to a new level, Chinese path to modernization has taken a new solid step, and the new journey of the second century goal has made a good start.  

(2) The period of the 15th Five Year Plan plays an important role in the basic realization of socialist modernization, serving as a bridge between the past and the future. The realization of socialist modernization is a historical process of step-by-step progression and continuous development and progress, which requires unremitting efforts and continuous struggle. The "Tenth Five Year Plan" period is a critical period for the basic realization of socialist modernization to consolidate the foundation and make all-round efforts. It is necessary to consolidate and expand advantages, break bottlenecks, and strengthen weaknesses, win strategic initiatives in fierce international competition, promote major breakthroughs in strategic tasks related to the overall situation of Chinese path to modernization, and lay a more solid foundation for the basic realization of socialist modernization.

(3) During the 15th Five Year Plan period, China's development environment is facing profound and complex changes. The relationship between major powers affects the international situation, and the evolution of the international situation profoundly affects domestic development. China's development is in a period of strategic opportunities and risks, as well as an increasing number of uncertain and unpredictable factors. From an international perspective, the world's century long changes are accelerating, the balance of international power is undergoing profound adjustments, and a new round of technological revolution and industrial transformation is accelerating breakthroughs. China has many favorable factors to actively manage international space and shape the external environment. At the same time, the world is intertwined with turmoil and increasing turbulence, and geopolitical conflicts are prone to occur frequently; Unilateralism and protectionism are on the rise, hegemonism and the threat of power politics are on the rise, the international economic and trade order is facing severe challenges, and the momentum of world economic growth is insufficient; The game between major powers is more complex and intense. From a domestic perspective, China's economic foundation is stable, with many advantages, strong resilience, and great potential. The supporting conditions and basic trends for long-term improvement have not changed. The advantages of the socialist system with Chinese characteristics, the advantage of a super large market, the advantage of a complete industrial system, and the advantage of abundant talent resources are more prominent. At the same time, the problem of unbalanced and insufficient development remains prominent; Insufficient effective demand and bottlenecks in the domestic circulation; The task of converting old and new kinetic energy is arduous; The modernization of agriculture and rural areas is relatively lagging behind; There is significant pressure on employment and residents' income growth, and there are shortcomings and weaknesses in people's livelihood security; The changes in population structure pose new challenges to economic development, social governance, and other areas; There are still risks and hidden dangers in key areas.

Changes contain opportunities, challenges inspire fighting spirit. The whole party should deeply understand the decisive significance of the "two establishment", strengthen the "four consciousness", firm the "four self-confidence", and achieve the "two maintenance", maintain strategic determination, enhance confidence in winning, actively recognize changes and seek changes, dare to struggle, be good at fighting, and dare to face the major test of high winds and waves, even rough waves, with a historical initiative to overcome difficulties, combat risks, meet challenges, focus on doing their own thing, continue to write a new chapter of the two wonders of rapid economic development and long-term social stability, and strive to create a new situation of Chinese path to modernization.

2、 Guiding principles and main objectives for economic and social development during the 15th Five Year Plan period

(4) The guiding ideology for economic and social development during the 15th Five Year Plan period.   With the fundamental goal of meeting the growing needs of the people for a better life and the fundamental guarantee of comprehensive and strict governance of the Party, we will promote the effective improvement of the quality and reasonable growth of the economy, take solid steps towards the comprehensive development of people and the common prosperity of all people, and ensure decisive progress in the basic realization of socialist modernization.

(5) The principles that must be followed for economic and social development during the 15th Five Year Plan period.

——Adhere to the comprehensive leadership of the Party. Resolutely uphold the authority and centralized unified leadership of the Party Central Committee, enhance the Party's ability to set direction, plan the overall situation, formulate policies, and promote reform, and integrate the Party's leadership throughout the entire process of economic and social development, providing fundamental guarantees for China's socialist modernization construction.

——Adhere to the principle of putting the people first. Respect the status of the people as the main body, closely rely on the people, safeguard the fundamental interests of the people, promote social fairness and justice, focus on ensuring and improving people's livelihoods in development, expand development space while meeting people's livelihood needs, promote coordinated economic and social development, and complement material and spiritual civilization, so that the achievements of modernization construction can benefit all people more and fairly.

——Persist in high-quality development. Guided by the new development concept, developing new quality productive forces according to local conditions, strengthening the domestic circulation, smoothing the domestic and international dual circulation, coordinating the expansion of domestic demand and deepening supply side structural reform, accelerating the cultivation of new driving forces, promoting the optimization and upgrading of economic structure, optimizing increment, revitalizing stock, and promoting sustained and healthy economic development and comprehensive social progress.

——Persist in comprehensively deepening reform. Focusing on the institutional and mechanistic obstacles that constrain high-quality development, promoting deep level reforms, expanding high-level opening up, promoting better adaptation of production relations and productivity, superstructure and economic foundation, national governance and social development, and continuously enhancing development momentum and social vitality.

——Adhere to the combination of efficient market and proactive government. Give full play to the decisive role of the market in resource allocation, better leverage the role of the government, build a unified, open, competitive, and orderly market system, establish a rule of law and credit economy, create a market-oriented, rule of law, international first-class business environment, and form an economic order that is both "flexible" and "well managed".

——Persist in coordinating development and security. Consolidate security in development, seek development in security, strengthen bottom line thinking, effectively prevent and resolve various risks, enhance economic and social resilience, and safeguard the new development pattern with a new security pattern.

(6) The main goals of economic and social development during the 15th Five Year Plan period.

——Significant achievements have been made in high-quality development. Economic growth remains within a reasonable range, total factor productivity steadily improves, household consumption rate significantly increases, domestic demand continues to play an active role in driving economic growth, economic growth potential is fully unleashed, the construction of a unified national market is advancing in depth, the advantages of a super large scale market continue to emerge, significant progress has been made in new industrialization, informatization, urbanization, and agricultural modernization, and major breakthroughs have been made in developing new quality productivity, constructing a new development pattern, and building a modern economic system.

——The level of technological self-reliance and self-improvement has significantly improved. The overall efficiency of the national innovation system has significantly improved, and the integrated development pattern of education, science and technology, and talent has basically taken shape. The basic research and original innovation capabilities have been significantly enhanced, and key core technologies in key areas have rapidly broken through, with a significant increase in leading fields. The deep integration of scientific and technological innovation and industrial innovation has significantly enhanced the driving role of innovation.

——Further comprehensive deepening of reform has achieved new breakthroughs. The modernization of the national governance system and governance capacity is deepening, the socialist market economy system is more perfect, the high-level opening-up system and mechanism are more sound, the institutionalization, standardization, and proceduralization of the entire process of people's democracy are further improved, and the construction of a socialist rule of law country has reached a higher level.

——The level of social civilization has significantly improved. Cultural confidence has become more firm, mainstream ideology and public opinion continue to consolidate and grow, socialist core values are widely practiced, the vitality of cultural innovation and creation of the whole nation is constantly stimulated, the spiritual and cultural life of the people is richer, the cohesion of the Chinese nation and the influence of Chinese culture are significantly enhanced, and the country's soft power continues to improve.

——The quality of people's lives continues to improve. New progress has been made in achieving high-quality and full employment, synchronizing the growth of residents' income with economic growth, improving labor remuneration and productivity, optimizing the distribution structure, continuously expanding the middle-income group, optimizing and making the social security system more sustainable, and significantly improving the level of equalization of basic public services.

——Significant progress has been made in the construction of a beautiful China. The green production and lifestyle have basically taken shape, the carbon peak target has been achieved as scheduled, a clean, low-carbon, safe and efficient new energy system has been preliminarily established, the total emissions of major pollutants continue to decrease, and the stability of ecosystem diversity continues to improve.

——The national security barrier has been further strengthened. The national security system and capabilities have been further strengthened, risks in key areas have been effectively prevented and resolved, the level of social governance and public safety governance has significantly improved, the centenary goal of building the military has been achieved as scheduled, and the construction of a safer China at a higher level has been solidly promoted.

On this basis, we will strive for another five years to achieve a significant leap in China's economic strength, technological strength, national defense strength, comprehensive national strength, and international influence by 2035. The per capita GDP will reach the level of a moderately developed country, people's lives will be happier and better, and socialist modernization will be basically achieved.

The modern industrial system is the material and technological basis of Chinese path to modernization. Adhere to the focus of economic development on the real economy, adhere to the direction of intelligence, greenness, and integration, accelerate the construction of a manufacturing power, quality power, aerospace power, transportation power, and network power, maintain a reasonable proportion of manufacturing industry, and build a modern industrial system with advanced manufacturing industry as the backbone.


(7) Optimize and enhance traditional industries. Promote the upgrading of key industries, consolidate and enhance the position and competitiveness of mining, metallurgy, chemical, light industry, textile, machinery, shipbuilding, construction and other industries in the global industrial division of labor. Enhance the independent and controllable level of the industrial chain, strengthen the reconstruction of industrial foundation and major technological equipment research, roll out the high-quality development action of key manufacturing industry chains, and develop advanced manufacturing industry clusters. Promote technological transformation and upgrading, facilitate the digital transformation of the manufacturing industry, develop intelligent manufacturing, green manufacturing, and service-oriented manufacturing, and accelerate the transformation of industrial models and enterprise organizational forms. Enhance the basic ability of quality technology, strengthen standard guidance, improve internationalization level, and strengthen brand building. Optimize industrial layout and promote the orderly transfer of key industries domestically.


(8) Cultivate and strengthen emerging and future industries. Focus on building emerging pillar industries. Implement industrial innovation projects, comprehensively promote the construction of innovation facilities, technological research and development, product iteration and upgrading, and accelerate the development of strategic emerging industry clusters such as new energy, new materials, aerospace, and low altitude economy. Improve the industrial ecosystem, implement large-scale application demonstration actions for new technologies, new products, and new scenarios, and accelerate the scale development of emerging industries.


Forward looking layout of future industries, exploring diverse technological routes, typical application scenarios, feasible business models, and market regulatory rules, promoting quantum technology, biomanufacturing, hydrogen and fusion energy, brain computer interfaces, embodied intelligence, and sixth generation mobile communication as new economic growth points. Innovate regulatory methods, develop venture capital, and establish mechanisms for future industrial investment growth and risk sharing. Promote the specialized and innovative development of small and medium-sized enterprises, and cultivate unicorn enterprises.


(9) Promote the high-quality and efficient development of the service industry. Implement the action of expanding capacity and improving the quality of the service industry, expand the opening up of the service industry, deepen regulatory reform, improve the support policy system, expand high-quality business entities, promote the professionalization and high-end value chain extension of the productive service industry in different fields, and promote the high-quality, diversified, and convenient development of the life service industry. Improve the integration and development level of modern service industry, advanced manufacturing industry, and modern agriculture, and promote the digitization of the service industry. Strengthen service standards and quality brand building. Establish a sound statistical monitoring system for the service industry.


(10) Building a modern infrastructure system. Strengthen the overall planning of infrastructure, optimize layout structure, promote integration and integration, enhance safety resilience and operational sustainability. Moderately advance the construction of new infrastructure, promote the construction and intensive and efficient utilization of information and communication networks, national integrated computing power networks, major scientific and technological infrastructure, and promote the upgrading and digitization of traditional infrastructure. Improve the modern comprehensive transportation system, strengthen cross regional coordinated layout and cross mode integration, and enhance coverage and accessibility guarantee in weak areas. Establish a diversified and resilient international transportation channel system. Optimize the layout of energy backbone channels and strengthen the construction of new energy infrastructure. Accelerate the construction of modern water networks, enhance flood prevention, coordinated allocation of water resources, and guarantee of urban and rural water supply capabilities. Promote the construction of public infrastructure for both urban and emergency use.


4、 Accelerate high-level technological self-reliance and self-improvement, lead the development of new quality productivity


Chinese path to modernization depends on the modernization of science and technology. Seize the historical opportunity of the new round of technological revolution and industrial transformation, coordinate the construction of a strong education country, a strong science and technology country, and a strong talent country, enhance the overall efficiency of the national innovation system, comprehensively enhance independent innovation capabilities, seize the high ground of scientific and technological development, and continuously stimulate new quality productivity.


(11) Strengthen original innovation and key core technology research and development. Improve the new national system, take unconventional measures, and achieve decisive breakthroughs in key core technologies such as integrated circuits, industrial mother machines, high-end instruments, basic software, advanced materials, and biomanufacturing throughout the entire chain. Highlight national strategic needs and deploy and implement a number of major national scientific and technological tasks. Strengthen the strategic, forward-looking, and systematic layout of basic research, increase the proportion of investment in basic research, and increase long-term stable support. Strengthen the original innovation orientation of scientific research and technological development, optimize the environment conducive to original and disruptive innovation, and produce more iconic original achievements.


(12) Promote the deep integration of technological innovation and industrial innovation. Coordinate the construction of national strategic scientific and technological forces, and enhance systematic research and development capabilities. Strengthen the independent guarantee of scientific and technological infrastructure, and coordinate the construction of scientific and technological innovation platform bases. Improve the regional innovation system, lay out and construct regional science and technology innovation centers and industrial science and technology innovation highlands, and strengthen the sourcing function of international science and technology innovation centers. Accelerate the efficient transformation and application of major scientific and technological achievements, lay out the construction of concept verification and pilot testing platforms, increase the construction and openness of application scenarios, and strengthen the protection and application of intellectual property rights. Create an open innovation ecosystem with global competitiveness. Support young scientific and technological talents in innovation and entrepreneurship. Strengthen the popularization of science and technology, cultivate an innovative culture, and promote the spirit of scientists. Strengthen the construction of scientific and technological rule of law, ethics, integrity, and security.


Strengthen the dominant position of enterprises in technological innovation, promote the aggregation of innovation resources to enterprises, support enterprises to take the lead in forming innovation consortia, undertake more national scientific and technological research tasks, encourage enterprises to increase investment in basic research, and promote the deep integration of innovation chain, industry chain, capital chain, and talent chain. Cultivate and strengthen leading technology enterprises, support the development of high-tech enterprises and technology-based small and medium-sized enterprises, and increase the proportion of R&D expenses deducted by enterprises. Intensify government procurement of independently innovated products.


(13) Promote the development of educational technology talents as a whole. Establish a sound coordination mechanism for integrated promotion, strengthen planning linkage, policy coordination, resource coordination, and evaluation linkage, promote positive interaction between independent innovation in science and technology and independent talent cultivation, and build education centers, science centers, and talent centers with global influence. Centered around technological innovation, industrial development, and national strategic needs, we will collaborate to educate students, optimize the layout of universities, promote reforms by classification, coordinate disciplinary settings, deepen the construction of "Double First Class" universities and national interdisciplinary centers, strengthen the gathering and training functions of scientific research institutions, innovation platforms, enterprises, and scientific and technological planning talents, and cultivate top-notch innovative talents. Accelerate the construction of national strategic talent, cultivate and nurture more strategic scientists, scientific and technological leaders, outstanding engineers, national craftsmen, high skilled talents and other types of talents. Strengthen talent collaboration, optimize talent structure, and promote coordinated development of talent regions. Guided by innovation capability, quality, effectiveness, and contribution, we will deepen project evaluation, institutional evaluation, talent evaluation, and income distribution reform, open up channels for talent exchange among universities, research institutes, and enterprises, and stimulate innovation and creativity. Deepen international exchanges and cooperation, establish a high-tech talent immigration system, and attract and cultivate outstanding talents from around the world.


(14) Deepen the construction of Digital China. Establish a sound basic system for data elements, build an open, shared, and secure national integrated data market, and deepen the development and utilization of data resources. Promote the deep integration of the real economy and the digital economy, and implement the innovative development project of industrial Internet. Accelerate innovation in artificial intelligence and other digital technologies, break through basic theories and core technologies, and strengthen efficient supply of computing power, algorithms, data, and other resources. Fully implement the "Artificial Intelligence+" action, lead the paradigm shift in scientific research with artificial intelligence, strengthen the integration of artificial intelligence with industrial development, cultural construction, livelihood security, and social governance, seize the high ground of artificial intelligence industry application, and empower thousands of industries in all aspects. Strengthen the governance of artificial intelligence, improve relevant laws, regulations, policy systems, application norms, and ethical standards. Improve supervision and promote innovation and healthy development of the platform economy.


5、 Building a strong domestic market and accelerating the construction of a new development pattern


A strong domestic market is the strategic support for Chinese path to modernization. Adhere to the strategic basis of expanding domestic demand, closely integrate benefiting people's livelihoods and promoting consumption, investing in goods and investing in people, lead new supply with new demand, create new demand with new supply, promote the benign interaction between consumption and investment, supply and demand, and enhance the vitality and reliability of the domestic circulation.


(15) Vigorously boost consumption. Deeply implement the special action to boost consumption. We will coordinate efforts to promote employment, increase income, and stabilize expectations, reasonably increase the proportion of public service expenditure in fiscal expenditure, and enhance residents' consumption capacity. Expand the supply of high-quality consumer goods and services. Focusing on relaxing access and integrating business formats, we will expand service consumption, strengthen brand leadership, upgrade standards, and apply new technologies, promote the expansion and upgrading of commodity consumption, and create a group of new consumption scenarios with wide driving force and high display. Cultivate international consumption center cities and expand inbound consumption. Intensify inclusive policies that directly reach consumers and increase government funding for livelihood security expenditures. Improve the system and mechanism for promoting consumption, clean up unreasonable restrictive measures on consumption such as automobiles and housing, establish and improve management methods that adapt to new forms, models, and scenarios of consumption, and implement paid off peak vacation. Strengthen the protection of consumer rights and interests.


(16) Expand effective investment. Maintain reasonable investment growth and improve investment efficiency. Optimize the structure of government investment, increase the proportion of government investment in people's livelihoods, and promote the implementation of major national strategies and the construction of security capacity projects in key areas with high quality. Adapt to changes in population structure and mobility trends, improve the layout of infrastructure and public service facilities, strengthen human resource development and investment in comprehensive human development. We will coordinate and make good use of various government investments, and explore the development of a comprehensive government investment plan in areas with a good working foundation. Strengthen the management of the entire process of government investment. Deepen the reform of the investment approval system, further clarify the direction and focus of central and local investment. Strengthen planning and demonstration, and implement a number of major landmark engineering projects. Improve the long-term mechanism for private enterprises to participate in major project construction, give full play to the guiding and driving role of government investment funds, stimulate the vitality of private investment, increase the proportion of private investment, and enhance the effective investment growth momentum led by the market.


(17) Resolutely eliminate the bottlenecks that hinder the construction of a unified national market. Unify the basic market institutional rules, improve property rights protection, market access, information disclosure, social credit, mergers and acquisitions, market exit and other systems, eliminate barriers to factor acquisition, qualification recognition, bidding and tendering, government procurement and other aspects, regulate local government economic promotion behavior, and eliminate local protection and market segmentation. Comprehensive rectification of "internal competition". Unified market supervision and law enforcement, strengthened quality supervision, improved the benchmark system of administrative discretion, strengthened anti-monopoly and anti unfair competition law enforcement and judiciary, and formed a market order of high quality, good price, and healthy competition. Establish sound and integrated circulation rules and standards, connect market facilities with high standards, and reduce logistics costs for the entire society. Improve statistical, fiscal, and assessment systems that are conducive to the construction of a unified large market, optimize the sharing of benefits between enterprise headquarters and branches, production and consumption areas.


6、 Accelerate the construction of a high-level socialist market economy system and enhance the driving force for high-quality development


The high-level socialist market economy system is an important guarantee for Chinese path to modernization. Adhere to and improve the socialist basic economic system, better leverage the driving role of economic system reform, improve the macroeconomic governance system, and ensure stable and far-reaching high-quality development.


(18) Fully stimulate the vitality of various business entities. Adhere to and implement the "two unwavering" principles, promote the complementary advantages and common development of various forms of ownership in the economy. Deepen the reform of state-owned assets and enterprises, strengthen, optimize, and expand state-owned enterprises and capital, promote the optimization of the layout and structural adjustment of the state-owned economy, enhance the core functions of state-owned enterprises, and improve their core competitiveness. Implement the Law on the Promotion of Private Economy, guarantee equal use of production factors, fair participation in market competition, effective protection of legitimate rights and interests from a legal and institutional perspective, and develop and strengthen the private economy. Support the development of small and medium-sized enterprises and individual businesses, and promote the coordinated and integrated development of large, medium, and small enterprises. Strengthen the enforcement of property rights and judicial protection, and enhance judicial supervision over compulsory measures such as sealing, seizure, and freezing. Improve the modern enterprise system with Chinese characteristics, promote entrepreneurial spirit, and accelerate the construction of more world-class enterprises.


(19) Accelerate the improvement of the market-oriented allocation system and mechanism for factors. Promote efficient allocation of various factor resources, establish and improve a unified urban-rural construction land market, a fully functional capital market, a smoothly flowing labor market, and an efficient technology market for transformation. Prepare a macro balance sheet, comprehensively understand the base of existing resource assets, and optimize the asset liability structure. Improve policies on mergers and acquisitions, bankruptcy, and trade ins, and revitalize and utilize inefficient land use, idle real estate, and existing infrastructure. Improve the laws and regulations on the renewal of industrial and commercial land use rights, and steadily promote the renewal work in accordance with the law. Promote the revitalization and sharing of existing state-owned assets in administrative institutions nationwide. Promote the organic connection between judicial judgment execution and bankruptcy system, and effectively activate seized and frozen assets in accordance with the law.


(20) Enhance the efficiency of macroeconomic governance. Strengthen the strategic guidance role of national development planning, enhance the coordination of fiscal and monetary policies, give full play to the policy roles of industry, price, employment, consumption, investment, trade, region, environmental protection, regulation, etc., and promote the formation of more economic development models led by domestic demand, driven by consumption, and endogenous growth. Strengthen countercyclical and cross cyclical adjustments, implement more proactive macroeconomic policies, and maintain sustained stable growth, employment, and expectations. Enhance the consistency of macro policy orientation, strengthen the evaluation of policy implementation effectiveness, improve the expected management mechanism, and optimize the comprehensive performance assessment of high-quality development.


Utilize proactive fiscal policies to enhance fiscal sustainability. Strengthen the scientific management of finance, enhance the coordination of financial resources and budgets, and strengthen the financial support for major national strategic tasks and basic livelihood. Deepen zero based budget reform, unify budget allocation rights, optimize fiscal expenditure structure, and strengthen budget performance management. Improve the local tax and direct tax system, improve tax policies for operating income, capital income, and property income, standardize tax preferential policies, and maintain a reasonable macro tax burden level. Properly strengthen the central government's powers and increase the proportion of central fiscal expenditures. Increase local autonomous financial resources. Strengthen financial and accounting supervision. Accelerate the construction of a long-term mechanism for government debt management that is compatible with high-quality development.


Accelerate the construction of a financial powerhouse. Improve the central banking system, establish a scientific and stable monetary policy system and a comprehensive macro prudential management system, and smooth the transmission mechanism of monetary policy. Vigorously develop technology finance, green finance, inclusive finance, pension finance, and digital finance.
