On November 8th, the State Council Information Office released the white paper "China's Action to Peak Carbon Emissions and Achieve Carbon Neutrality".
The white paper, apart from the preface and conclusion, is divided into six parts, namely, resolutely promoting carbon peak and carbon neutrality, achieving significant results in energy green and low-carbon transformation, deepening low-carbon development in key areas, fully implementing key carbon reduction paths, continuously strengthening the support and guarantee system, and injecting strong impetus into global climate governance.
The white paper emphasizes that achieving carbon peak and carbon neutrality is a major decision and deployment made by China from the perspective of being responsible for human civilization and based on the inherent requirements of achieving sustainable development. In the past five years, China has firmly established and practiced the concept that green mountains and clear waters are as valuable as mountains of gold and silver, and has taken strong actions and made arduous efforts to promote historic achievements in green and low-carbon transformation.
The white paper points out that energy activities are the main source of carbon emissions, and the green and low-carbon transformation of energy is the key to achieving carbon peak and carbon neutrality. Based on its basic national conditions and development stage, China vigorously implements renewable energy substitution while ensuring energy security, promotes the construction of new energy systems and new power systems, and provides strong support for achieving the "dual carbon" goal.
The white paper states that energy conservation is an important means of reducing carbon emissions from the source, circular economy plays an important role in promoting carbon reduction, and ecosystem carbon sinks are an important way to achieve carbon reduction and sequestration. China has deeply implemented energy-saving, carbon reduction and efficiency improvement actions, circular economy to assist in carbon reduction actions, and carbon sequestration capacity consolidation and enhancement actions, achieving positive results.
The white paper emphasizes that climate change is a common challenge faced by all mankind, requiring broad global participation and joint action. China firmly upholds multilateralism, promotes international cooperation, and leads the new pattern of global climate governance with Chinese ideas and practices. Looking towards the future, China is willing to work together with the international community to build the foundation of ecological civilization, take the path of green development, tackle global climate challenges, safeguard a green earth home, and build a cleaner and more beautiful world.
